Parking fines and permits

If you park in one of our pay and display car parks without a valid ticket, or in breach of the parking conditions, you may receive an excess charge notice.

Excess charges

Excess charges are issued under the Orkney Islands Council (Off-street Parking Places) Order 2017.

• Standard charge: £60
• Reduced charge if paid within 14 days: £30
• Additional charge if unpaid after 42 days: £15 (bringing the total to £75)

How to pay

You can pay an excess charge at:

• Council Offices, School Place, Kirkwall, KW15 1NY
• Customer Services, Warehouse Buildings, 2-12 Victoria Street, Stromness, KW16 3AA

We accept cash, cheque, debit and credit cards. Cheques should be crossed and made payable to Orkney Islands Council. Receipts are not issued for card or cheque payments unless requested.

How to appeal

To appeal contact us in writing, quoting your excess charge number.

Parking permits

We issue annual parking permits to residents who have previously sold land to us for use as a car park. Contact our roads support team for more information.

Pedestrianisation permits

Annual permits are issued to some residents and businesses within the pedestrianised section of Albert Street, Kirkwall, allowing access between 11am and 3pm. Contact our roads support team for more information.
