Animal welfare and licences

Our trading standards team enforces legislation relating to the health and welfare of animals in Orkney. If you have concerns about the welfare or health of any animal in Orkney, please contact us.

Stray dogs

If you find a stray dog, please contact us. We will collect the dog where possible, scan it for a microchip and, if we cannot reach the owner, take it to dedicated kennels.

Animal licences

Several types of business involving animals require a licence from us. Current licensees are listed in the tables below. To apply for any of these licences, contact us.

Animal movement licences - licences for the movement of livestock such as sheep, pigs and cattle are issued by the Scottish Government's Rural Payments and Inspections Division.

Boarding establishments for cats and dogs - anyone who runs a business providing accommodation for other people's cats and dogs must be licensed. We inspect premises before issuing a licence to make sure they meet standards for animal management, disease prevention and fire safety.

Dog breeding establishments - a licence is required to keep a breeding establishment for dogs. Premises must be inspected by one of our officers and a vet before a licence is issued.

Pet shops - the Pet Animals Act 1951 requires pet shops to be licensed. Pet animals cannot be sold to anyone under the age of 12.

Riding establishments - stables that hire out horses or ponies for riding or instruction must be licensed. A report from an approved vet is required before a licence can be issued.

Dangerous wild animals - anyone keeping an animal listed under the Dangerous Wild Animals Act 1976 must have a licence. Zoos, pet shops and circuses are exempt as they are covered by separate licensing requirements. We have powers to inspect premises and seize any animal being kept without a licence.

Zoos - any establishment, other than a circus or pet shop, where animals are kept for public exhibition is classed as a zoo and must be licensed under the Zoo Licensing Act 1981.
