20Mph Limits At Schools

Speed limit changes are due to be put in place around isles schools this month as the Council works to find a solution to technical issues with the existing signage that is in place.

In September 2023 the Council agreed to put in place variable 20mph speed limits at the following schools

  • North Walls Primary School

  • Sanday Junior High School

  • Stronsay Junior High School

  • Westray Junior High School

  • Shapinsay Primary School

  • Rousay Primary School

  • Eday Primary School

  • Papa Westray Primary School

  • Flotta Primary School

A variable speed limit means that a 20mph speed limit is only in place when the lights on signage in the vicinity are flashing.

Since the installation of the flashing signs, the Council has experienced a number of operational challenges with these signs, across the sites around the island schools.

With the Council continuing to work through these issues with suppliers, the decision has now been taken to remove the temporary ‘flashing’ signs and replace them with standard speed limit signs, – thereby putting in place ‘permanent’ speed limit changes for a temporary  period of 18 months, during which time we will investigate options for a more permanent solution .

A Temporary Traffic Regulation Order will appear in The Orcadian this week putting the order in place from 17 March 2026 to 16 September 2027.

Lorna Richardson is the Council’s Director for Infrastructure and Organisational Development.  She said: “The issue of speed limits has of course been a significant talking point lately, following the introduction of 20mph across built up areas in Orkney over the last few months.

“It’s important to note that the introduction of 20mph limits at isles schools is completely separate to this and relates to a 2023 decision by Councillors.

“We have faced a number of challenges with this particular project due to difficulties with the operation of the signs The team have worked hard to meet these challenges, but we’re now in the position of having to remove those variable flashing signs and put in place standard speed limit signage i whilst we work through these difficulties with our suppliers.

“Throughout, the safety of children, young people and their families in the vicinity of the schools is our top priority – and we’d encourage drivers to continue to adhere to the limits that are in place.”
