New Council Loan Scheme Aims to Bring Empty Homes Back Into Use for Orkney's Essential Workers

Property owners across Orkney are being encouraged to find out about a new loan scheme designed to help bring long-term empty homes back into use and increase the supply of housing for essential workers. 

 Orkney Islands Council’s Empty Homes Loan Scheme offers loans of up to £25,000 to help owners repair and renovate residential properties that have been empty for at least 12 months.  

The interest rate at 5.5% is an affordable interest rate compared to market rates.  

The scheme is aimed at supporting owners to bring homes up to the required Repairing Standard and make them available for affordable private rent.  

As part of the scheme, priority will be given to housing essential workers, helping to address one of the key challenges facing Orkney's communities and local economy. Eligible essential workers include staff in health and social care, Council services, construction, hospitality and other occupations that are vital to the islands.  

The Council is particularly keen to hear from owners of one- and two-bedroom properties in Kirkwall and Stromness, although applications for other properties may also be considered.  

The loan can support a wide range of repairs and improvements needed to meet the Repairing Standard, including electrical works, heating systems, repairs to roofs, windows and doors, damp treatment and other essential improvements.  

The Council's Empty Homes Officer will guide applicants through the process, including initial property assessments, advice on eligible works and information on landlord requirements.  

Councillor Gwenda Shearer is Chair of the Council's Education, Communities and Housing Committee.  She said:  

"Across Orkney we know there are houses sitting empty that could become much-needed homes for people working in essential roles. This new scheme is an opportunity for owners to access financial support to carry out necessary repairs while helping tackle housing pressures and supporting our communities." 

Owners interested in the scheme are encouraged to contact the Council's Empty Homes Officer for an informal discussion about whether their property may be eligible. 

Applications will normally be assessed within 30 days of receiving a completed application and all required supporting information.
