Note: It is a criminal offence in terms of section 7(2) of the Civic Government (Scotland) Act 1982 to fail to comply with any condition imposed on this licence.

  1. A Window Cleaner when acting as such shall have with him/her at all times the identification issued to him/her by the Council and shall, when requested, permit any person to inspect the same and to note the writing thereon. The identification badge and licence must not be altered, erased or defaced in any way, must be clean and legible and must not be lent or used by any other person. Should the identification badge or licence or become defaced or illegible or require to be replaced for any other reason, the licence holder shall obtain a replacement from the Council on payment of the appropriate fee. The licence holder shall report immediately to the Council, the loss or theft of the identification badge.

  2. The licence holder shall maintain a policy of insurance for third party indemnity to the value of at least £2,000,000 and exhibit this to the Council as required. This insurance requirement does not apply to employees of a Window Cleaner provided the employer's public liability insurance shall extend to cover any acts or omissions by them arising in the course of such employment.

  3. The licence holder will comply with the Health and Safety at Work Act 1974. The licence holder is advised to refer to guidance issued by the Health and Safety Executive via their website at www.hse.gov.uk.

  4. The licence holder shall produce his/her licence within 5 days of being requested to do so by an officer of the Police or by an authorised officer of the Council or the Fire Authority. The licence holder shall produce on demand his/her identification badge to any police constable or authorised officer of the Council.

  5. If the licence holder ceases to act as a Window Cleaner he/she shall forthwith, and no later than 7 days thereafter, deliver his/her licence to the Council.

  6. The licence holder shall notify the Council immediately and no later than 7 days from the date of any material change of circumstances such as change of address, trading name, conviction for any offence etc.

  7. A Window Cleaner shall behave in a proper and civil manner and shall in the course of his/her work minimise inconvenience to any member of the public in the course of his/her work and shall not wilfully obstruct any footpath, pavement or walkway.
