BACKGROUND

All authorities within Scotland will likely receive applications from Scottish Gas, some under the STAS (1) type approval scheme, for installation of single smoke detectors and alarms to properties that are otherwise being unaltered in layout. These alarms/detectors are fitted as part of boiler replacement / installation projects and are not fitted in accordance with the current guidance but are seen as being an improvement to the dwelling. There is no remit to request full compliance under the guidance standard since the dwelling is being unaltered.

DECISION

SABSM considers that where smoke detection and alarm systems are installed within unaltered dwellings the installation must be accepted as being an improvement to the existing building since there is no remit to do otherwise.
