Council Tax – application for care leaver discount/exemption

You should complete this form if you wish to apply for a Council Tax discount/exemption because you, or someone in your household, is a care leaver.

A care leaver is:

  • Someone who is at least 18 years of age but is under 26 years of age;
  • Who was on their 16th birthday, or at any subsequent time, looked after by a local authority; and
  • is no longer looked after by a local authority.

If eligible, the Council Tax discount/exemption can only be applied from or after April 2018.

Full exemption will apply where all occupants of the dwelling, aged 18 years or over, are care leavers.

A discount of 25% will apply if all but one of the occupiers aged 18 or over is a care leaver.

The care leaver must complete Parts 1 & 2 of this form and then return it to the Council. The Council will then arrange for the local authority to certify, in Part 3 of this form, that the named person is a care leaver who has been looked after by a local authority.

The term ‘looked after’ means in accordance with sections 17(6) (duty of local authority to child looked after by them) and 29(7) (after-care) of the Children (Scotland) Act 1995 (a).
