This document contains Orkney Islands Council’s Contract Standing Orders (February 2026, version 11.0). It sets rules for buying supplies, services and works, including approvals, contract values, competition, tendering, evaluation, award and contract management. It also covers ethical conduct, equality, Fair Work First, sustainable procurement, publicity and record-keeping. The appendix provides the process and form for seeking approval for exceptional non-competitive action.
