Burial Grounds Management Plan

This document contains Orkney Islands Council’s Burial Grounds Management Plan for October 2025. It lists the Council’s 50 burial grounds and explains how burials, lair ownership, records and memorials are managed. It also sets out responsibilities for maintenance, public access, inspections and memorial safety, including action where memorials are dangerous. The plan includes arrangements for maintaining burial services during staff shortages, emergencies or events that affect access to a burial ground.
