You'll normally have to pay Council Tax if you live in the property. Responsibility falls in this order: owner, tenant, sub-tenant, then any other resident. If nobody lives there, the owner pays.
How much you pay depends on your home's valuation band, from A to H, based on its estimated value in April 1991. You'll pay the full charge if two or more adults live at the property.
