Orkney Inter Island Transport Study – Outline Business Case Phase 2 – Consultation

Outer North Isles

As island residents may be aware, Orkney Islands Council has been developing a series of business cases for investment in the inter-island air and ferry network. This process has already delivered some early successes, with the Revenue Funding Outline Business Case securing additional funding from Scottish Government, including an allocation in financial year 2021/2022 for fares reductions across the network and service improvements on the Inner and South Isles routes.

In 2019, we commissioned Stantec UK Ltd and their partners Mott MacDonald to develop an Outline Business Case for capital investment in the Outer North Isles fleet and landside infrastructure. This built on earlier Strategic Business Case work undertaken by Stantec in 2015/2016. This was a two-part business case:

  • Phase 1, reported to communities in 2019, answered a set of infrastructure questions which define the future shape of the Outer North Isles network.
  • Building on the outcomes of the above, Phase 2 will determine the preferred vessel mix, the case for a third aircraft and timetables / service levels which could be derived by this.

The Stantec and Mott MacDonald team presented the preferred option emerging from Phase 2 to Council Members in January 2021. Following approval of the material and the completion of the pre-election ‘purdah’ period, the Council now wishes to invite communities to comment on the preferred option.

Ideally, this would have been done in a face-to-face public exhibition, but current COVID-19 related guidelines on indoor gatherings, household mixing and mask wearing do not make this possible or practical. The consultant team has therefore provided an information pack for each island and a short survey to obtain your views on the material presented.

It should be noted that the slides for each island set out an illustrative timetable and number of air and ferry connections across the week. This is intended to provide an indication of the level of connectivity for your island which could be provided by the preferred option. However, this is only an illustration and actual timetables would be determined through consultation with the communities. Please note the following presentation documents are not accessible - some people will not be able to read the information even with the assistance of reading software.

Rousay, Egilsay and Wyre Route, including Gairsay
