Scheme of Delegation

A scheme of delegation has been approved by the Council and the Scottish Ministers which will allow for some smaller and more straight forward applications to be determined by planning officers. The scheme of delegation sets the rules which determine whether a planning application will be decided by the Environmental, Planning and Protective Services Committee or by planning officers under powers delegated to them by the Council. The following is a guide to the type of applications that cannot be determined by officers:

  • Applications by the Council or on land owned by the Council, or in which the Council has a financial interest;
  • Applications submitted by a councillor;
  • National or Major applications;
  • Applications which are significantly contrary to the Development Plan and recommended for approval;
  • Any application which has received a valid planning objection and recommended for approval;
  • Applications that have been requested to be heard at Committee by a Councillor.
