1. Coordinating Orkney Community Planning Partnership (OCPP):
- Initiating, researching, writing, consulting with partner agencies and organisations, the public and other stakeholders, designing, publishing, monitoring, reviewing and reporting on Orkney 2020: Our Vision.
- Servicing the OCPP Steering Group, and identifying, researching and reporting on appropriate agenda topics.
- Servicing the Partnership Liaison Group, and identifying, researching and reporting on appropriate agenda topics.
- Liaising with, and providing advice to, the various Community Planning strategy groups.
- On behalf of OCPP, administering the Community Regeneration Fund, including writing, monitoring and reporting on the Regeneration Outcome Agreement.
- On behalf of OCPP, researching, coordinating and responding to national consultations.
- Administering OCPP website.
- On behalf of OCPP, managing specific Community Planning projects such as community engagement.
- On behalf of OCPP, initiating, researching, writing, consulting on, designing, and publishing public performance reports (PPR), in respect of Community Planning.

2. Corporate Planning:
- Initiating, researching, writing, consulting with staff, stakeholders and the public, designing, publishing, monitoring, reviewing and reporting on the Corporate Strategic Plan 2005-2008.
- Advising on the content, design and development of service planning.
- Liaising with, and providing advice to, the various Council strategy groups; and
Progressing particular Council and joint projects, for example, the Efficient Government Initiative.

3. Corporate Policy Advice and Development
- Through due consideration of UK and Scottish legislation and government initiatives, journals and circulars, and benchmarking with best practice elsewhere, identifying policy matters that may have a bearing on the Council.
- Bringing to the attention of the Chief Executive policy matters that may have a bearing on the Council, and then researching and reporting as required; and
- Informing and advising members and managers with regard to policy matters.
4. Best Value Regime:
- Designing, monitoring and reviewing the Best Value Regime and its processes.
Assisting the Chief Executive to identify areas of the Council’s services and activities in need of Best Value review. - Conducting one Council-wide Best Value review each year.
- Supporting departmental reviewing officers to carry out their Best Value reviews.
- Conducting a critical analysis of each Best Value review on behalf of the Chief Executive; and
On the basis of the deliberations of the Best Value Working Group, presenting Best Value outcome reports to service committees.
5. Performance Monitoring, Management and Reporting:
- Coordinating the Council’s response to the Accounts Commission’s statutory performance indicator (SPI) process.
- Designing, maintaining and coordinating the annual update of departmental performance portfolios.
- Writing, designing and publishing the Council’s Annual Performance Report, and the summarized version; and
Monitoring and advising on the Council’s general duty of public performance reporting (PPR).
