Procurement
Procurement is the process by which the Council acquires goods, services and works from third parties. It includes much that supports the work of Orkney Islands Council and ranges from routine items e.g. stationery, IT consumables and office furniture, to complex areas of spend e.g. construction and infrastructure related projects. It also includes a growing spend where the private and third sectors provide key services directly to citizens in areas such as social care and health.
Advertising of Contracts
Where the estimated “whole life” value of a contract exceeds the threshold values in the Public Contract Scotland Regulations 2006, and where applicable, the Utilities Contracts Scotland Regulations 2006; currently £156,442 for Supplies, £156,442 for Services and £3,927,260 for Works, the Council is obliged to advertise in the Supplement of the Official Journal of the European Union (OJEU).
Where the Council proposes to award a contract which has an estimated value which is below the relevant threshold, or where the proposed contract is otherwise exempt from the requirement for prior publication of a contract notice, the Council is generally required to ensure a degree of advertising which is sufficient to enable open competition and meet the requirements of equal treatment, non-discrimination and transparency. Council contracts for supplies and services where the estimated value exceeds £50,000 are advertised on the Public Contracts Scotland; for works contracts this figure is £100,000. Contracts with an estimated value of less than these thresholds are advertised in the local papers. All figures exclude VAT.
